TO ASSOCIATION SECRETARIES AND OTHER INTERESTED PERSONS
Dear Association Secretaries
Again, another circular with a lot of important information contained therein. We would be most grateful if, even at this busy time, you are able to convey it to your members/clubs etc.
1. URGENT - PROPOSED CALENDAR OF EVENTS
Now is the time to send in the dates of your proposed tournaments for 2010. We have already received a number of requests for dates, so please consider this a matter of urgency. The Proposed Calendar of Events will be put together and entered on the Boxing New Zealand Website during January 2010. Please send your proposed dates to the National Office by 5 January 2010.
2. BOXERS' DECLARATIONS
At the National Executive meeting held 27 November 2009, it was determined by the Executive, that for our Boxers' safety that all Boxers' registrations, new or renewals, must be accompanied by a Boxer's Declaration form.
It will be necessary to include a Boxer's Declaration for all Boxers' registrations, both new and renewals. This declaration has become essential by the need to protect the safety of our Boxers, some of whom participate in other contact sports, thereby placing themselves at risk. There will also be an updated Boxer's Declaration Form circulated in the new year for extra precautions.
Obviously there will be some leeway regarding the requirement to use this new form. However, from the beginning of February 2010, the Executive ask you to ensure that this form be used for all Boxers' Registrations.
3. ANNEX A - REGULATIONS 20 TO 23 - TEAMS VISITING OR TRAVELLING OVERSEAS
At their meeting held on 27 November 2009, the National Executive also discussed Local Associations wishing to gain approval for teams to visit and compete in our country and teams seeking approval to travel overseas to compete.
All Association Secretaries are requested to consult Annex A, of the Boxing New Zealand Rules, (yellow pages) Regulations 20-23, prior to inviting a team to visit, or organising an overseas team to visit our country.
The Regulations read:
"Local Associations That Wish To Send A Boxer Or Team Of Boxers To Compete At An Overseas Venue:
20 Local Associations who wish to send a boxer, a team of local representative boxers, or a club team to an overseas venue must follow the following steps in the order here set out;
(a) Make informal contact with the respective host and request that host to inform its national body.
(b) Apply in writing to the National Executive, for permission to travel, advising details of the proposed visit including the names of all boxers and the officials who will be in charge of the “team”.
(c) When written permission is received from the National Executive, final travel arrangements can be made.
(d) At the conclusion of the visit, a report on the Local Association letterhead is to be made to the National Executive.
21 It is expressly required that New Zealand medical procedures, or the AIBA equivalent thereof, be observed in all cases when New Zealand boxers compete overseas and that all relevant details of such bouts be entered in the boxers official registration booklets.
22 It is expressly forbidden for any such team to call itself or to allow itself to be called, a New Zealand Team.
Local Associations That Wish To Entertain A Visiting Boxer Or Team Of Boxers:
23 A Local Association that wishes to invite, an overseas boxer, or an overseas local representative team, or an overseas club team to visit and compete in New Zealand must take the following actions in the order here set out;
(a) The intending visitors are to be advised by the Local Association that they must seek the approval of their national association and that national association must seek the approval of the National Executive and, that such approvals must be given and received before travel is arranged.
(b) The Local Association must seek permission to host its intended visitors from the National Executive.
(c) The foregoing permissions having been sought and obtained the Local Association may complete its arrangements and, immediately following the visit shall report in writing to the National Executive advising the detail and results of the event.
Important note:
When responding to any such request received from an overseas national body, the National Executive will advise that while approval to visit may be given, no bouts shall be allowed in New Zealand unless the visiting boxers have in their possession registration books in, or substantially in, the approved AIBA format, and letter of approval as issued by Boxing New Zealand Inc.
All requests for Associations taking boxing teams overseas - these requests must be received at the office at least seven days prior to departure, for the Executive to consider and approve. These can be faxed or emailed.
If any Association Secretaries have not in their possession a current Boxing New Zealand Inc Rule Book, remember your Association may purchase a complete copy at a cost of $40.00. On an ongoing basis, your Association receives all updates of these Rules and Regulations (they are all colour coded and hole punched for your convenience).
4. BOXER CONTACT INFORMATION
It is most important that the National Office holds correct records of all boxers, especially their latest address. May I please ask Association Secretaries to assist to keep me and the Office updated.
5. NEWS FROM THE 2009 ANNUAL GENERAL MEETING AND NATIONAL CHAMPIONSHIPS
This year the Boxing New Zealand Annual General Meeting and National Championships were held in Rotorua, hosted by the Central North Island Boxing Association.
The organisation of the AGM, very ably chaired by Tom Dunn, and the National Championships, with the large number of entries, were exceptionally well organised by the CNI Committee, with exciting competition at the Championships. Thanks to Geoff Kenny for his fantastic team's efforts and to all for a wonderful atmosphere throughout the event.
5.1 Election of Officers
+ Morris Oliver, Boxing New Zealand's generous long-termsponsor and supporter was re-elected Patron by acclaim.
+ Esteemed President Tom O’Connor was re-elected.
+ It was pleasing to witness Grant Arkell deservedly being elected Vice-President.
+ National Executive - Competent Tui Gallagher was elected to serve a new term of three years, along with newcomer Phil Heeney, Bob Lyall was re-elected to serve a two-year term.
+ Appeals Committee - Those re-elected were Tom Dunn, Chris Kenny and Tom O' Connor.
+ Mr Graham Martin was re-appointed Hon Medical Consultant.
+ Michael Dineen was re-appointed Hon Legal Adviser.
+ Bob Walker, a dedicated and long time member of our sport was rewarded forhisservices to boxing by being voted the recipient of the Brian O’Brien Trophy.
5.2 Other Elected Positions
At the post AGM National Executive meeting, Dr John McKay was elected Chairman of the National Executive.
Heartiest congratulations to all of the above.
5.3 Retiring Officers

5.5 Results from National Championships
These are now on the Boxing New Zealand Website, www.boxingnz.org.nz. As soon as possible over the Christmas break we will complete a summary and circulate it, as usual. Also the Judges' sheets from the Elite Male and Female Finals.

OBITUARY
We have heard from Malcolm Nicol of the untimely death of Boxer Dion O' Rourke at Palmerston North. Dion apparently died last Thursday, (10 December 2009). This was truly an untimely death as Dion was only 23 years of age, and Malcolm spoke of his winning 3 Junior titles and one Intermediate title. Dion also represented New Zealand three times as a Junior. Words cannot convey our feelings at this sad event. I am sure all in Boxing New Zealand extend extreme sympathy to Dion's family and friends.
8. OFFICE CLOSURE
The National Office will be closed from 23 December until 11 January 2010.
